Choosing a port is not a romantic decision, and it is probably the most consequential one you will make. A guest list that can drive to the ship costs a fraction of one that has to fly, and the difference shows up as attendance.
Ports also decide the law. A dockside ceremony takes place under the marriage law of the port's state, with that state's licence, waiting period and officiant rules, which is why the same wedding is straightforward in one city and complicated in another.
And they decide where you can go. Alaska sails from Seattle and Vancouver, Bermuda from the New York area and Norfolk, the Mexican Riviera from Southern California. The itinerary you want may only exist from one part of the country.
